This peculiar landmark inside the university is called the "Obelisk of Commitment." Apparently it is to symbolize the commitment to the discipline by the faculty, students and alumni of the College of Agriculture. There is no obvious sign though when it was erected. I just hope the surrounding landscaping is maintained. This is at the far rear end of the university's main gates so it's not yet really a popular instagram site among the students.
