I'm wondering why the building sounds like a flaming nightclub? It's currently 2245 and everyone in the household is awake because of the music blaring out of the windows. Nobody on the desk to address the situation...hopefully their drugs will wear off soon and the neighbouring tenants can get some sleep. Fingers crossed.
