U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme contributes to the establishment of multilevel governance that is transparent, accountable and responsive to the needs of the population of Ukraine. It is a multi-donor action of the European Union and its Member States Denmark, Estonia, Germany, Poland and Sweden. Partner: Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine (MinRegion). Supported by: European Commission, German Federal Ministry for Economic Cooperation and Development (BMZ), Ministry of Foreign Affairs of Denmark, Ministry of Foreign Affairs of Estonia, Ministry of Foreign Affairs of Poland, Ministry for Foreign Affairs of Sweden. U-LEAD has two main objectives: - Enhancement of the capacities of key stakeholders at the national, regional and local levels to implement the regional policy and decentralisation reforms (implemented by the German international cooperation agency, GIZ). - Empowerment of amalgamated communities to deliver high quality administrative services to their citizens (implemented by the Swedish international development agency, Sida). Budget: EUR 102 million for 2016-2019. U-LEAD works in all 24 oblasts of Ukraine with four regional hubs based in Chernivtsi, Dnipro, Lviv and Poltava. U-LEAD advises on the policy concept - taking the reforms forward and developing them further, through legal & strategic advice, and donor coordination. It supports policy implementation - the roll-out of reform, through institution-building, guidance, coordination & capacity development, including needs-based training and support packages. U-LEAD also supports the piloting of up to 600 Administrative Service Centres for citizens, as well as IT solutions. U-LEAD promotes communication, exchange and networking across all levels of government. Awareness-raising and dialogue activities aim at actively involving civil society and citizens in the reform process.
