In 1973 a council was set up titled “Urban Expansion Supervision Council,” which aimed at drawing guidelines for the supervision of Tehran’s urban development. Many years later, in October 2010, Tehran mayor issued an action plan, ordering the merger of Tehran Development Planning Institution into Tehran Urban Planning and Research Center (TUPRC). With this merger, the focus of activities was redirected towards research requirements and intellectual support of municipal measures. And a lot of effort has been put so far into turning Tehran Urban Planning and Research Center into an authority for other municipal centers of the country.
