Subdivision is under completion and has not been turned over to HOA. Georos imposes annual \HOA fee\ on homeowners. Homeowners find out it's illegal and refuse to pay, so the developer mandates security to block deliveries (water, courier, furniture, etc.) and require motorists to open gate by themselves as penalty.
