Clearly it is some misunderstanding. I treat 3 stars as basic, default state. Neither bad nor great. Just something Okey, correct, fully acceptable. Although nothing great nor extraordinary.

Still a proper post office, only one left in the area that is not crammed into a corner of a grocery/phone shop. Awesome service and 100% knowledgeable, unlike others.
