It's not passenger terminal. SuperCat ferries (and maybe others) are going from Pier 1 terminal.

If you are comfortable riding a motorcycle and if you are a safe rider, the best way to explore the entire Cebu island is by renting a motorcycle and going around the entire island for a few days. You could even go to the neighboring Island of Negros which I highly recommend! Beautiful and inexpensive places to stay!
